Cohort Science Partners with Economic Mobility Systems to Advance Education Programs That Elevate Regional Opportunities for All Learners

[Dallas, TX] — Cohort Science is thrilled to announce a new partnership with Economic Mobility Systems (EMS) for a multiyear collaboration to evaluate the Regional Talent Network (RTN) Program. This strategic initiative aims to advance postsecondary education and workforce training reforms that improve outcomes for all learners. Under the agreement, Cohort Science will evaluate the Rural Regional Talent Network (R-RTN) strategy currently implemented across three Texas regions: South Texas College, Howard College, and Odessa College. The evaluation will provide actionable insights on program implementation, efficacy, scalability, and impact on student outcomes.

“We are honored to collaborate with Economic Mobility Systems to support their noble mission of advancing equitable socioeconomic mobility,” said Raj Lalsare, Founder of Cohort Science. “Through this partnership, we are committed to delivering robust, data-driven evaluations and insights that empower educators, policymakers, and communities to create meaningful change for underserved learners.”

The R-RTN initiative emphasizes community collaboration and a redefined approach to measuring program success in rural contexts. By combining qualitative research methods—such as focus groups and stakeholder interviews—with quantitative data analysis using Salesforce and National Student Clearinghouse data, Cohort Science will ensure a comprehensive evaluation.

The evaluation will address key questions about the effectiveness and impact of the R-RTN strategy, including its ability to improve outcomes for students in the targeted regions. Findings will inform strategies for scaling and replicating successful practices, enabling broader adoption of evidence-based reforms.

Dr. Anabel Romero-Juarez, Senior Director of Regional Talent Networks at EMS, shared her enthusiasm for the partnership: “Cohort Science’s expertise in cohort analysis and data-driven solutions aligns perfectly with our mission. Together, we are prepared to uncover valuable insights that will help us refine and expand our efforts to create opportunities for learners across Texas.”
